STRUCTURE OF THE UMMOALEWEE
In my last report, Mr Campo, we gave you a summary of the social Structure of the UMMOEMII and of the UMMOAELEWEANII. We are now going to sum up for you the functions of the UMMOAELEWE (GENERAL COUNCIL OF UMMO).
The UMMOAELEWEE 
is made up of four members at most. In normal circumstances the number is usually smaller (Three or even two), but there is a UAA by which this council can never be monocratic. (At this moment (A new modification was made very recently) the COUNCIL is formed by three OEMII. A GEE (MALE) 28 Earth years of age, a YIE (WOMAN) 21 Earth years of age, and another GEE 18 Earth years of age.
Two UAA regulate access to the UMMOAELEWEE, involving time factors. By the first, the period of membership of each member is limited to 6.41 Earth years at most. Once that period is over, the council member joins the UMMOEMII like any other brother, but without being eligible for re-election as an active member of any other governmental organ. Having belonged to the Supreme Council will not give him any kind of prerogative in the future. The former councillor will afterwards lead a simple life, subordinate to his new superiors, carrying out the tasks or functions corresponding to his assigned profession. Of course former members generally hold positions of relative importance in the Social Network, but this is not strange if you consider that the Intellectual capacity of these OEMII is truly exceptional.
Another UAA regulates the range of chronological ages that make it possible for a selected OEMII to join the Council (This UAA has been modified very recently). No member of the UMMOAELEWEE may be under 15.8 Earth years of age, nor over 34.77 Earth years. This UAA has been drawn up in accordance with the specifications of the experts in Psychobiology, who regard the age of 26.553 Earth years as the modal value of the psychosomatic performance of the OEMII. That is: statistically this age represents a maximum index of correlation with the maximum intellective and physical capacity of the individual on UMMO.
Although from the intellectual point of view all of us on UMMO understand that the selection margins must correspond to these youthful ages, the truth is that all the OEMII do feel humiliated at being governed by such young brothers. This mild prejudice of a sentimental kind has not yet been uprooted from the minds of the OEMII. This is perhaps the reason why the spiritual closeness between the AYUYISAA (PEOPLE OR SOCIAL NETWORK) and its supreme rulers has not reached the desirable level.
In general the members of the UMMOELEWE show themselves respectful and affable towards their subordinate brothers. They know that the expression of any whim or wish must be satisfied by those around them (not because this is obligatory, nor out of flattery, but because the spirit of discipline and of service to the community is so deeply rooted in us that unconsciously we identify our superiors with that community.)
The members of the UMMOAELEWEE reside in four XAABI that are in no way different from others like them on UMMO. They are dwelling towers that can rise out of the ground or sink into it at will.
They cannot live with their families. Their parents and brothers and sisters continue to live in their usual places, also devoted to their usual tasks. Often quite humble ones. (For example the Father of UIWAA 4 son of UIWAA 1, the youngest of our supreme Hierarchs, whose age does not yet reach 18 Earth years) at present performs the functions of a ground driller for the transplanting of shrubs. He operates one of the remote-control units for this task, one of the humblest jobs on our OYAA.
Very recently UIWAA 1 / son of EESAA 38, accompanied by his YIE and one of his daughters, asked to be received by his supreme Superior and son UIWAA 4. A few XII (UMMO DAYS) later he received authorization from the UMMOAELEWEE to meet him. Every morning each member of the UMMOELEWE receives, in the DOUIAMOO (A KIND OF GARDEN SURROUNDING THE DWELLING), the brothers from all over UMMO who request an audience. Our Superior, while chatting as he walked with one of the people he was receiving, knew that a few enmoo (a few metres) (one ENMOO = 1.87 metres) away his parents, whom he had not seen for several XEE (1 XEE = 0.212 Earth years), were waiting. Ahead of them in the queue were two YIE and another young married couple, as well as a technical commission. Suddenly word spread that those modest people waiting were the Parents and sister of the Hierarch, and all of them, by common accord, went up to him and assured him that they did not mind waiting.
UIWAA 4's eyes moistened, and he made a truly surprising gesture: He went up to the brothers who had made him this concession and, with lowered eyes, touched their knees with both hands (See NOTE 
).
The preceding anecdote may perhaps illustrate for you the mutual respect that prevails between the various hierarchical levels of our AYUYISAA (Social Network). The spirit of service to the Superior is not considered incompatible with the dignity of the OEMII. Thus there appears a strange social phenomenon which would perhaps be misunderstood by Earthmen, brought up in a different social environment.
From the point of view of the Law, of our ethical norms, it is the Superior who must take on the duty of humbly serving his brothers.

NOTE 
: On UMMO the usual greeting consists in placing the hands on the other brother's chest. However, relics of past customs still remain among us. For example, although it is never obligatory, when a brother wishes to express to a high superior his voluntary submission, his wish to serve him or to surrender himself spiritually to his will, he places his hands on the thighs of the person he is addressing. This gesture in fact has degrading antecedents that are lost in the most remote times of our Planet. In the era of the great OGIIA (SUPREME CHIEFS OF UMMO), the OEMII had to express his submission by placing his hands on the genitals of his superiors, since one of the prerogatives of the latter (of both sexes) was to be able to take erotic pleasure at whim with those subjected to them.

The SUPERIOR must first listen to the reasoning of his subordinates, must take advice by means of the XANMO AYUBAA and the counsel of the specialists. He will then adopt a decision which, even if mistaken and freely discussed by the brothers subject to him, must be obeyed. But in other matters marginal to that order he must feel impelled to serve them and be useful to them. In any circumstance in which a thankless or even repugnant task must be faced, our moral norms dictate that it is the Superior who must humble himself, despite the authority with which he is invested.
This gives rise to a source of tensions when the subordinate OEMII in turn freely wishes to serve and humble himself before the superior, and feels an affective satisfaction when his attitude of service is courteously accepted (otherwise the feeling of humiliation at feeling despised by the brother on a higher rung of the hierarchy is even greater)
This, I repeat, has an elementary explanation. We see in our superiors an OEMII physiologically structured, after all, like ourselves. If he occupies a higher level it is always because of natural faculties granted to him by WOA (GOD), and this implies no merit on his part. But we see Society embodied in him (we say AYUYISAA). In serving him we unconsciously know that we are serving AYUYISAA, and for us, besides being a comforting aesthetic and ethical pleasure, this has deep religious resonances.
It is thus, in this silent contest to serve one another, that we have achieved a marvellous social equilibrium. Unconsciously, and after a neurocortical evolution of our BIOLOGICAL NETWORK, we have overcome the regressive impulses of EGOISM that undermine primitive Societies, making them unhappy and preventing their progressive evolution. When individuals in that Biological stage of Society (Earthmen are in one of those incipient phases) adopt antigregarious, antisocial, selfish attitudes, they create a hostile social environment for themselves that makes them unhappy. They believe themselves “free” because they do not want to subordinate themselves to the supreme interests of the group, and the social Environment stifles them, since the others think in the same way.
There still remain in us ancestral reminiscences of psychosocial attitudes from past eras which we have not entirely overcome. Thus adults feel ashamed when they know they are directed by younger OEMII, and we GEE, despite the equality of rights in force for both sexes, all feel an indefinable humiliation when we have to subordinate ourselves to a YIE (WOMAN).
We informed you, Mr Campo, that the four members of the UMMOAELEWEE have been selected on the basis of their high mental capacity. This guarantees that the Supreme Organ of AYUYISAA is represented by the most gifted brains of UMMO. In this respect we have never observed a marked tendency towards one sex or the other (we must point out to you that you are lamentably mistaken when you judge that the YIE (WOMAN) is less intelligent than the man. This is because you place your women in an adverse educational environment, which puts this sex in a position of inferiority compared with the male)
The function of the UMMOAELEWEE consists in planning and promoting the means necessary for the laws (we call them UAA) to be respected.
They control the organs of Inspection (AGOO) and direct the UOOAMAII (A KIND OF POLICE). Their functions, in short, can be compared to those of the Governments of your Planet, with more prerogatives in certain cases and certain restrictions not usual in your Nations.
You may therefore conclude correctly that our UMMOAELEWEE controls what in Earthly political terminology is called the Executive Power.
The only thing that may surprise you is that Theoretically the limitations on this power are so enormous that, if the UMMOAELEWEANII or the UMMOEMII so wished, the authority of the four members would be purely symbolic.
In practice it is not so, and the veneration and respect we all feel for them move us to allow them to take the gravest decisions in the Government of UMMO. Their effective power, tolerated by us, you could equate to that of any Totalitarian State as far as scope of action is concerned. In this way the members of the UMMOAELEWEE are prevented from being tempted to subjugate their brothers. If such an emergency arose, the other two powerful Organs would instantly crush the attempted tyranny by removing them summarily. So active is the vigilance of the 116 members of the UMMOALEWEANNI that, as soon as they observe an imbalance of authority among the four Hierarchs (or the three or two OEMII of the Council), in the sense that any one of them influences the others, subordinating them to his views, the UMMOAELEWEE is instantly renewed.
You, Mr Campo, interpreted this structure as “TECHNOCRACY”. That interpretation is wounding on the one hand and real on the other. A word that can be flattering or insulting, depending on the hidden intentions with which it is uttered, depending on the social framework, the historical or linguistic Environment in which it is expressed.
For among you Earthmen, and for the Jurists of your Planet who are experts in Political Law, the interpretation of TECHNOCRACY is charged with Totalitarian resonances. You know very well that the Dictatorial States of the Earth try to put forward, in place of the conception of a STATE UNDER the RULE of LAW freely elected by the People, a TECHNOCRATIC conception. The theorists of TOTALITARIANISM strive to prove that you have reached the twilight of IDEOLOGIES, and that political PARTIES have therefore been superseded. POWER, they say, has become so technical that the future lies in GOVERNMENT BY TECHNICIANS.
But this idea, at the present stage of Earthly evolution, is an authentic fallacy. All Earthly Ideologists know why. Non-socialist totalitarian governments are run by certain oligarchic groups. Their children are the only ones who have access to the Universities and Polytechnic Schools. It is precisely the descendants of these groups who subjugate the SOCIAL NETWORK who manage to graduate as Jurists, Engineers, Economists, etc. A TECHNOCRATIC government on Earth, in present circumstances, constitutes the most cunning way of perpetuating the Totalitarianism of those oligarchs; the members of the new TECHNOCRACY will logically go on protecting the private interests of their Delinquent Parents.
Although at a less immoral level than in those Totalitarian countries, TECHNOCRACY in the Marxist Socialist States stifles the basic freedoms of man, crushing the evolution of Ideas and therefore of the SOCIAL NETWORK itself.
If it is to this type of TECHNOCRACY that you are referring, Mr Campo, you yourself will recognize that our AYUYISAA has nothing to do with the tyranny of TECHNICIANS imposing their own economic interests (ULTRACONSERVATIVE TECHNOCRACY) or their political and sectarian dogmas (MARXIST TECHNOCRACY).
But we must recognize that our form of Government is genuinely TECHNOCRATIC, insofar as the Legislative, Judicial, Executive and Administrative methods have reached a high scientific and technical level. Only when a higher stage of social morality has been reached, when deep respect for WOA, for our OEMII brothers and for the SOCIAL NETWORK places the interest of the Community before the selfish and egocentric tendencies of the personality, is it possible to entrust the levers of power to TECHNICIANS, in the certainty that their acts are governed by love for their brothers.
It is then, as has happened to us, that the different religious ideologies become, by mutual agreement, a single one, and that the political groups themselves end up losing their meaning, since their postulates are not imposed on others but offer convincing reasoning that prevents other dissident groups from germinating.
But this requires reaching, day after day, various levels of maturity in the Social Network. You Earthmen will remember that centuries ago thinkers debated various doctrines about the shape of the EARTH; some supposed it rectangular, others disc-shaped, the most intuitive spherical, but all of them only put forward “ASSERTIONS”; the scientific level sufficient to provide convincing arguments in favour of one Theory or another had not yet been reached. All accused the others of being heterodox and unintelligent, without realizing that, if the rest of the scientists did not adhere to their own doctrines about their geodetic model, it was because the postulates were not at all clear. The DISSIDENT GROUPS ceased to be so, and universal consensus on a single theory appeared on the day when dogmas were turned into VALUATIONS of MAGNITUDE, into MEASUREMENTS or evident LAWS. Today no serious and intelligent Earthman doubts the sphericity of his Star. What would have happened if the supporters of the DISC-shaped geodetic conception had imposed their own theses by force on the pretext that the plurality of groups and ideas was “harmful”?
You, Mr CAMPO, may perhaps, after reading these paragraphs, suggest that the EARTH is something so different from UMMO that the EARTHLY SOCIAL NETWORK can never dream of structuring itself like ours. If you think so, you are making a scientific error of the first magnitude. We do not know whether the economic and political future of the EARTH will be a copy of our present system; what we can assure you is that, after studying since 1950, when we came to OYAGAA (PLANET EARTH), the biological and social evolution of the Earthly OEMII, we can give you in advance a favourable diagnosis after analysing the present evolutionary stage.
If in these coming years you and your politicians manage to overcome the threat of a nuclear aggression (I can tell you in confidence that the United States is at present carrying out studies to control the gaseous turbulence after an explosion, so that the Earth's own Magnetic Field allows the radioactive mass to diffuse over immense areas, with a minimum mass of tritium H31 and that the Soviet, Israeli, British, French and Indian security services are aware of them), the chances of a destruction of Earthly civilization will have fallen still further. The real tragedy of this Humanity lies, in our opinion, in the fact that technological advances in the field of obtaining energy by nuclear fusion and fission have developed before the EARTHLY SOCIAL NETWORK could achieve a global agglutination into a single STATE at PLANETARY level. We seriously fear that in your progressive study of matter you will reach a phase that will allow you to manufacture plasma weapons. I will tell you, Mr Campo (Although this news has already begun to leak out in the diplomatic circles of several countries), that the scientists of the People's Republic of China have succeeded in the laboratory in subjecting Germanium specimens to STATIC pressures (See note 2) of 2,400,000 atmospheres. This, which to you, specialized in another branch of culture, will not seem to mean anything, is of transcendental importance. Matter subjected to somewhat higher pressures loses the atomic structure already known to you. A pressure of 16 million atmospheres (15,445,660 atmospheres, called by us AADAGIOOU (It can be translated as CRITICAL PRESSURE)) simultaneously inverts all the atomic subparticles (IBOZOO UU). The mass is converted ENTIRELY INTO ENERGY. The EXPANSION that follows is immeasurable (This was the initial Pressure of the whole mass of the Universe). We trust that, when the research of the Chinese physicists has advanced further, the political circumstances of that Country and the fanaticism of its leaders will be at a level of marked moderation.
But these blemishes darken the future of the Earth, yet they are offset by the continuous process of biological neurocorticalization in the new generations on the one hand, and by the hopeful prospect glimpsed in the orientations of Earthly thought. The conversations between Marxist and Catholic Intellectuals (The next ones will be held in Mariembad, CZECHOSLOVAKIA) point to the possibility of future understandings at a high level. The three most important currents of Earthly Philosophy, CHRISTIANITY, MARXISM, EXISTENTIALISM, are converging at an accelerating pace towards a phase of unitary nucleation. It is already symptomatic that communist thinkers such as the Frenchman Garaudy admit the possibility that Marxism may admit the existence of GOD, and that the Roman Church is turning towards socialism.
Without the sad dead weight of totalitarianisms and Conservative or fundamentalist groups, You would already be two steps away from overcoming the last barriers to unification. You, Mr Campo, will not live through the luminous stages of integration in the Economic, Political, Religious and Philosophical field on an Earthly scale. But we know that this stage will come.
Meanwhile we congratulate you (Especially the United States and the Soviet Union) on the perfecting of your planning system (truly a scientific feat), which will henceforth prevent an error of calculation from unleashing a World War. You have already passed the phase in which the instantaneous alienation of a Military or Political Executive could provoke an irreparable aggression.

NOTE 2 You had already achieved even higher INSTANTANEOUS pressures. But in those cases the analysis of the structure of matter is almost sterile. Only parameters such as PRESSURE, VOLUME, TEMPERATURE, DENSITY can then be measured. We congratulate the Chinese researchers on their triumph. In our opinion their greatest feat has not consisted in achieving that PRESSURE, but in the TECHNOLOGY OF THE EQUIPMENT FOR MONITORING THE STRUCTURE OF THE NUCLEUS without probes introduced into the sample or Specimen.
